I'd like to know what the Russian foster mother is doing differently. If he was so difficult that a parent gave up, what made the difference now, after more trauma? I do think a year isn't really a good length of time to figure out how to parent a hurt child. And I do think better resources make a difference in your ability to parent a traumatized child. I admit these types of articles bring out the skeptic in me.
